Storm Surge Barrier

The final piece of the project was a massive dam (and an island) designed to cut off an estuary from the North Sea. Environmentalists pointed out, however, that such a dam would destroy a delicate ecology and hurt the fishing industry. The project was changed from a dam to a storm surge barrier. The barrier is normally open, but it can be completely closed during heavy storms. This is one stretch of the barrier.
